Set in a post-apocalyptic world in the giant floating island kingdom of Althea, the value of human life is quantified through a number called a “Count” given to each person at birth which changes based on any important number related to their life, like the number of kilometers walked or the number of times someone is complimented. In this world, those with a higher Count are given authority to order around anyone with a lower Count, who are forbidden from refusing even if obeying would mean their death. If someone’s Count reaches 0, they are dragged down into the Abyss, a mysterious place said to be a worse punishment than death itself. Hina is a young girl who has devoted her life to finding the Legendary Ace to fulfill her mother’s last wish before she was taken to the Abyss. After five years of fruitless searching, her luck changes when she meets a strange masked knight known as Licht Bach who, surprisingly, has a negative Count.
In Vol. 4, when Jail goes to the military headquarters to report on the battle, his superiors point out that he has broken the rules of combat. He is told that his subordinates will be punished as well… The only way to save his men's lives is to arrest Licht! When Jail returns from the military headquarters, Licht realizes how he feels and tries to have him arrested quietly. However, Nana is not satisfied and activates her hidden power in an attempt to stop him!
